Evaluate bond refunding and its impact on bond retirement. Examine the feasibility of toll roads transitioning to non-toll State highways.</p><h3><span style="color: rgb(0, 41, 102);">Scoping Objectives:</span></h3><p>1.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Examine the cost of Oklahoma’s system of toll roads and the revenues generated per tollway.</p><p>2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Analyze the impact of cross-pledging and bond refunding on Oklahoma’s turnpike system.</p><p>3.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Analyze the feasibility of transitioning toll-funded roads to taxpayer funded roads.</p><p>4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Examine the decision-making process into expanding or authorizing new toll roads.</p>
